So my question relates to the portfolio option, I am designing a site for a client that needs an adoption page for their horses, I think portfolio is the best option, however they need each horse's picture to include their name and the information about them the link following is what their current site looks like and how the adoption page looks, they want a similar format I am just unsure how to go about it as I am fairly new to word press in general and have been working on this website as part of a class.

Unfortunately we do not have such option. Portfolio List can display only portfolio titles and categories, not description
However, we have a custom solution to display excerpts for Portfolio List - Standard with default hover animation type.
It requires modifying one of the theme files, so you would have to repeat it after the theme update. Here are the instructions:
Insert excerpt line below inside this file: wp-content/themes/bridge/includes/shortcodes/shortcode-elements/portfolio-list.php
$html .= '<div class="portfolio_excerpt">'.get_the_excerpt().'</div>';
After that, add custom css code below into Qode Options > General > Custom Code > Custom CSS field:
Then you can use excerpt field for each portfolio item to add your description
If you can't see this field, go to screen options and enable it:

Thank you for the help, however this solution didn't really work. So I have another question, my client has an existing website that has the adoption page setup I have access to the php file for the page, but unsure how I can add a new php file if it is even possible, or if there is another solution to the adoption page issue I am having.
For portfolio list there is no other solution. You can try to use blog posts instead or you can create this section/ element with single images and text block.
You can login to your server via some ftp software, make changes to files and upload them to server.
In case you are not familiar with programming, you could hire someone to do this for you.
